Technically speaking, a digram .rtd is an xml file and as such can be read on both Windows and Linux.
However, what might not be crossplatform (or available on both OS) are some packages. As some SDKs are available on one or the other. And often the same devices requires different SDK/API depending on the OS.
For example the rtmaps_webcam.pck is for windows only, if you want to use your webcam on an Ubuntu system you have to use the rtmaps_video4linux.pck
You can share you diagram if you want a more precise answer regarding which pck to use.
